The norms for a relisting of the Delisted company is same as is for the new listing only. 

However if the company has been delisted from the Exchange having Nationwide trading terminal but is still listed with the Regional Exchange then depending upon the financials and future prospects of the company, the exchange having Nation wide trading terminal can consider the case for relisting of the company via route other than IPO or a new company.
